The Hautes-Pyrénées department has been working with Belharra Numérique for over 5 years. Over the years, this collaboration with Belharra Numérique has enabled us to support the Hautes-Pyrénées department's teams in the implementation ofhigh-performance management tools, towards fluid communication with external partners.
In 2023, the Hautes-Pyrénées department renews its trust in its teams, and launches a new project to manage social activities.
The Hautes-Pyrénées department employs some 1,700 people and manages a budget of 430 million budget. Until now, the local authority mainly used detailed Cognos reports for most areas but did not have synthetic dashboards expressing steering indicators.
In order to improve the existing system, the Direction de la Solidarité Département a wished to acquire with dashboards that are more user-friendly and provide a global view of Solidarité Départementale's activity, thanks to relevant indicators.

The creation of dashboards for the Direction de la Solidarité Départementale (DSD) has been described as a resounding success.
The objective of being able to share these dashboards in a secure environment has been achieved. The application facilitates communication with external partners such as EPCIs (Établissements Publics de Coopération Intercommunale) and CCASs (Centres Communaux d'Action Sociale), by providing controlled, relevant and easily exploitable territorial data.
On the strength of this result, it was decided to use this application to design dashboards dedicated to analyzing the activity of the Maison Départementale de l'Autonomie (MDA).
Belharra Numérique's added value lies in its perfect mastery of the IBM Cognos Analytics solution and its in-depth understanding of the needs expressed by business users. The challenge was to capitalize on the IBM Cognos Analytics solution already in use, and on Belharra Numérique's experience and expertise to enhance existing analytical tools.
The Hautes-Pyrénées department stresses the need to continue its digital transformation. The success of this project will make it possible to provide high-performance management tools tailored to the specific needs of the local authority, while strengthening collaboration with external partners.
